As global competition for international students intensifies, Estonia, Latvia, and Lithuania are strategically positioning themselves as destinations that combine affordability, academic quality, labor market relevance, and strategic branding.
The article explores how each country builds its competitive narrative:
Estonia – a digital innovation hub
Latvia – multicultural and affordable
Lithuania – balancing educational tradition with modernity
By demonstrating how smaller higher education systems leverage affordability, branding, and institutional adaptability, this study contributes to international student mobility scholarship and offers insights into the ways in which semi-peripheral education systems navigate competition and cooperation within global higher education hierarchies.
We would like to express our sincere gratitude to ENIS NETWORK and the Latvian Council of Science for their support.
